On July 16, 1790 the States decided to dedicate a piece of land to the new Federal Government of the United States of America as the Nations Capital. Not being content the Federal Government has taken land from every State every single year since then so that by 2012 the Federal Government now "owns" almost 1/3rd of all lands in the United States!!!

Another way of looking at it is... West of Texas less than 50% of the land is actually owned or controlled by the States!!! Somehow, that just seems wrong to me...
